Public Finance Management is one of the key elements of BiH EU integration process and represents a clear point of interaction between citizens and government. Citizens use the public services every day that are financed by the public financial resources which come from citizens' taxes and social and health contributions. The clear budget program structures allow citizens to know and see how and for what they are used and what are the objectives and indicators in their use. Strengthened human capacities in the area of more effective budget process will lead to accountable and professional civil public finance management oriented towards the citizens and economy of Bosnia and Herzegovina. They directly contribute to better and more efficient finance management of public financial resources. Competent and educated civil servants will provide high quality, professional and adequate finance management to citizens in accordance with standards and good European practice. The project is expected to improve public finance management at all phases of the budget cycle with the objective to contribute to higher accountability and transparency to the use of the public financial resources. Strengthening of the programme budgeting and closer connection with strategic priorities will create better assumptions for the increasing expenditure effectiveness. Educated human capacities in new knowledge will be assumption that public financial resources will be managed by experienced representatives of the public sector in BiH.

Implementation of this project will result in: - Improved programme budgeting process and alignment with the mid-term policy planning process at all levels of government in BiH; - Human resources capacities for programme budget planning have been improved at all levels of government in BiH.
