Summary
Public Employment Services (PES) that are partners in this project are the key actors in the labour market for matching supply and demand. The characteristic of cross-border labour market is structural unemployment, i.e. structural mismatch of supply and demand, high share of women unemployment and high share of youth among the unemployed. In addition to that, there is a significant number of elderly people on the PES records, as well as those waiting for employment for over a year, which is characterized as long-term unemployment. This project will help to overcome the obstacles for cross-border employment opportunities, thus contributing to overcome the obstacles related to different national legislations regulating employment, labour and migrations and to improve access to PES services for all groups of PES services customers, namely unemployed and employers. I will help identify areas with capacity for establishing joint methodologies and actions to further support PES customers and thus contribute to HRD in cross-border area. The cooperation between the two PES will demonstrate that with the exchange of practice and experience it is possible to establish a common methodology to benefit both PES.
Results
The cooperation between the PES on both sides of the border strengthened through various joint activities, including the joint action plan and media plan, organization of study visits to Trebinje and Niksic and organisation of the international conference "Looking for good practice in the region - working technology of employment agencies" in Trebinje in July 2011. PES services for various groups of customers improved through 3 trainings and workshops workshops with 40-45 participants altogether. Employers and unemployed needs in all sectors identified through two surveys of employers needs and unemployed persons’ needs, which included EARS 304 unemployed person and 174 employers. The surveys served as basis for the Action Plan. Competences of the project partners increased through exchange of experience and exchange of practices
