Summary
The overall objective of the project to ensure closer integration between BiH and the EU in the transport sector, also contributing to connectivity agenda priorities.
The purpose of this contract is to draft Terms of Reference do guide the service contract aiming to deliver an improved version of the BiH Framework Transport Strategy document.
Results
Implementation of this project resulted in:
- Delivered Terms of Reference, that would guide the service contract concerning revision of the content of the BiH Framework Transport Strategy document, with an aim to incorporate the provisions in the Strategy document to ensure:
- political will and commitment,
- coherence between policy, strategy and expenditure,
- sector approach,
- setting an efficient and consistent institutional framework,
- balanced approach for sustainable social and economic development, planning, maintenance, reconstruction and construction, - improvement of transport efficiency across the core network,
- commercialization and privatization,
- user pays principle,
- safety first principle,
- environmental and social concerns defined under the Memorandum of Understanding for "Developing a Core Transport Infrastructure Network for South-East Europe" (signed in June 2004 with the European Commission and other countries of the region).
